I just realized that the yacht club was built on the Isla de Gatas (Island of Cats), which explains the 20 cats roaming about the yacht club premises. They are too fast and nimble for Bela to catch and they usually are up in a tree before she get's close.
Due to her shortcomings in cat chasing, I will be entering her in the iguana tracking and hunting competition this weekend. I'm not sure if this tournament actually exists, but we'll be ready for it...
